Supervisory Board

The Supervisory Board of Scope Ratings AG is composed of three members with two of the three seats filled by persons who are not directly involved in the rating activity (INEDs). It is a control and support function for Scope Ratings in the implementation of its tasks as a rating agency. The Supervisory Board of Scope Ratings operates according to a governance charter and supporting board procedures to ensure that each respective board has oversight of all Scope policies and procedures related to the

  • Creation, maintenance and enforcement of policies and procedures for determining credit ratings.
  • Creation, maintenance and enforcement of policies and procedures for addressing, managing and disclosing conflicts of interest.
  • Effectiveness of the internal control system with respect to policies and procedures for determining credit ratings.
  • Compensation and promotion policies and practices of Scope.

It is to be noted that INEDs will focus on the review and monitoring of the following areas:

  • Surveillance of the rating agency’s rating policy.
  • Effectiveness of the internal quality control system in relation to the rating agency’s rating activity.
  • Effectiveness of the rating agency’s Compliance Function.
  • Effectiveness of the rating agency’s Review Function.

Biography

Dr Martha Boeckenfeld has gained extensive insurance and banking experience exercised for 20 years in senior executive roles. Alongside her functions within the Scope Group, Dr Boeckenfeld is also a member of the board of directors at UniCredit SpA, Milano, as well as at the insurance and asset management subsidiaries of Generali Holding AG in Switzerland. Previously, she exercised her strong management skills as the CEO of Kleinwort Benson Bank (UK and Channel Islands) and as the CFO of its parent company, BHF Kleinwort Benson Group, a publicly listed entity. Dr Boeckenfeld led the digital transformation of Kleinwort Benson and the growth and operational efficiency programmes in banking and insurance, as well as the strategic development of Winterthur Asia and BHF Kleinwort Benson. The breadth of her international operational experience has been employed in diverse regulatory functions and corporate finance activities, including pre- and post-merger management in Asia and Europe.

Benoît Claire pursued a long and distinguished career at Coface, where he held a number of senior positions, including Director of Finance and Chairman of the Management Board of Coface Germany.

Biography

Born in France, Ian Bell qualified as a British lawyer at Clifford Chance where he became a partner in 1996. He joined Standard & Poor's as European General Counsel in 1999, becoming Head of Structured Finance for Europe, Africa and the Middle East in 2005 where he ran the S&P securitisation business until 2010. Since 2012 he is Head of Secretariat of the Prime Collateralised Securities (“PCS”) initiative.
