Scope affirms the ‘A+/Stable’ issuer rating on Credit Foncier and Compagnie de Financement Foncier
Rating action
Scope Ratings GmbH (Scope) has affirmed the issuer rating of A+ and Stable Outlook on Crédit Foncier de France (CFF) and Compagnie de Financement Foncier (CieFF).

Key rating drivers
The issuer ratings of Crédit Foncier de France (CFF) and its wholly owned subsidiary Compagnie de Financement Foncier (CieFF) are aligned to the issuer rating of the parent. The application of a top-down rating approach and alignment with the parent reflects Scope’s expectation of full support in case of need.
CFF manages and provides refinancing to a loan portfolio focused on real estate and public sector. CieFF is a subsidiary of CFF and acts as a covered bond issuer, financing the mortgage and public-sector lending of both CFF and BPCE group.
CFF and CieFF have the status of affiliates within BPCE group and therefore benefit from the solidarity mechanism.
The guarantee and solidarity mechanism is based on a legal principle of solidarity, obliging BPCE group to restore the liquidity or solvency of affiliates in the event they experience financial difficulties. This feature supports Scope’s expectation of full parental support to the affiliates and subsidiaries of the group.
Outlook and rating sensitivities
The Stable Outlook reflects Scope’s view that the risks to the current rating are balanced. Any change in the credit quality of BPCE S.A. entails a similar rating impact for CFF and CieFF.
The upside scenario for the ratings and Outlooks is:
- An upgrade of BPCE S.A.’s issuer rating.
The downside scenarios for the ratings and Outlooks are (individually or collectively):

A change in the assumption of support from the parent to CFF’s and CieFF’s.

Prior to the issuance of the Credit Rating action, the Rated Entity was given the opportunity to review the Credit Ratings and Outlooks and the principal grounds on which the Credit Ratings and Outlooks are based. Following that review, the Credit Ratings and Outlooks were not amended before being issued.
